[PLUG] IP packet prioritizing

I am running redhat 6.2 using the script found at:

I do have ipmasqadm installed and am using it for port forwarding.

I want to know if there is a way to set my system to prioritize all
incoming and outgoing packets.  For instance, if my roomate is taking all
of my bandwidth downloading crap, I cannot even get decent response time
from a telnet session.  I want to be able to prioritize all packets
regarding telnet, rlogin, rsh, and ssh.  Basically I want to be able to
have my firewall give those packets listed above the highest priority so
that all other packets such as ftp and http related stop and wait for the
telnet/ssh/etc... packets to be sent and/or recieved.

Any ideas?
