[PLUG] IP packet prioritizing

I know nothing about it, but I know that the 2.4 series kernel/ipfilter
has even more traffic shaping capabilities than ipchains. If you need to
do more than ipchains can do, there's a howto available (don't have the
URL handy) on how to advanced traffic shaping.
