Emacs + Netscape Navigator? :-)

No, seriously:

Since most people use Netscape Communicator, the Netscape editor would be the 
first choice. And it's actually not that bad.

The other one I have used every once in a while is webtk (or tkweb?), but it 
has some glitches.

I guess you could also use the one in StarOffice, but I haven't used it, so I 
can't comment on it.
