I've no problems with a stock ssh downloaded from ssh.org.

SSH Version 1.2.27 [i686-unknown-linux], protocol version 1.5.
Standard version.  Does not use RSAREF.

[~] scp ~/doc/fr241/paper1.lyx toh@mentor:/home/lookout/t/toh/tmp/

scp from mentor to local machine works fine too.
