Possible causes off the top of my head:
The DSLAM at GTE has too many connections into it.
Poor connection to GTE.
Your ISP has crappy bandwidth to the Net and/or is overutilizing it.
Your ISP has crappy bandwidth to GTE and/or is overutilizing it.
You weren't getting 140k/s off a 768kbit downstream, it's just not going
to happen. Maybe off your ethernet.
Pretty much out of your hands. Whine, bitch, moan a few thousand times and
maybe you will see a difference, but it's not too likely. What ISP are you
using by the way? What service plan?
