[PLUG] about domain name registration...

shit, now i'm confused.  what exactly to i need to have if i want the
following things:

a. i want to have the domain name www.FOOBAR.com
b. with this domain name i want to be able have mail sent to blah@foobar.com
and BIGblah@foobar.com forwarded to my 	purdue.edu e-mail addy.
c. i want to be able to run a web server on my machine and have any requests
to www.FOOBAR.com forwarded to my ip addy at 	purdue.
d. when i go home over the holidays or whatever, i want to have the requests
forwarded to my page hosted on my purdue 	account.

is all of this possible for a flat, yearly rate?  see, i'm confused about
the whole dns server thing.  do i have to pay the company to 'hold' my ip
addy and forward all requests?  i thought that when a ip addy is registered
on one dns server, it branches out to all the dns servers on the internet,
and within a few days www.FOOBAR.com will point to my addy from any dns
server.  however, this faq i'm reading says something contrary to that.  if
you can help explain this stuff to me i would be grateful.
