I'm guessing they mean the Certificate Authority, which means (to me)
someone like Verisign (http://www.verisign.com/) && Thawte
(http://www.thawte.com/, although I think they got bought by Verisign).

It is not necessary to use a certificate from them; you can create your
own certificate.. it will cause some warnings in clients that don't know
about *you* as a CA.  ;-)
