It's just an extension.

"Joliet is a Microsoft extension for the ISO 9660 CDROM file system which
allows for long filenames in unicode format..." and a CD icon and maybe a
few other things...

The mkisofs utility used to build CD filesystems can create Joliet
ISO's.  The snippet above is taken from the Linux kernel documentation,
yes Linux can read it (and write it).
