Well, if you think about how the web connections will be made via the
proxy.. a simple map of the network will help a bit.

Resnet -\		           /-- Resnet T3 (Resnet only)
	|- NOC at TCOM/MATH bldg --|--- OneCall/Abilene T3 (all nets)
	|- OC12/GE internal net  --|--- Wintek T1 (all nets)
Campus -/		           \-- Campus T3 (Campus only)

So, say you're on the Resnet side.. you see this:

So to relieve your Resnet problems (at least with WWW), you set your
proxy to webproxy.purdue.org.. which sends the actual requests to the
proxy, which sends it out and receives over the Campus T3.  It's
effectively a no-op for Abilene/OneCall links, but hey...
