MessageI don't recall any capping being in my terms of service with
Resnet... and General Telephone (now Verizon)... when I subscribed for DSL
services through Resnet.
I also don't recall any notification of change of terms of service.
When I subscribed with GTE I was given a rated level of service for the
price. I'm sure I've not attained that rated service recently... I've not
been able to get to my CompuServe account via Resnet, and I've not been able
to send/receive mail at any decent rate from home. A modem would have been
faster. I pay too much for this level of service. There are alternatives,
but at the cost of setting up a new account (@home/Insight).
I wonder if Resnet (or any other ISP) is goverened by the Indiana Utility
Regulatory Commission as a public utility?
Is/was there a mailing list set up to discuss Resnet issues? What's the
address?

You be the judge. I just recieved this email from Jeff Schwab, Assistant
Director of PDN. I think this is the first official response ever from
ResNet that explains the bandwidth cap limits. I like the way he explains
that we have more bandwidth than IU (should we tell him about other
Universities?) for ResNet. The worst part about this bandwidth capping
policy is the way it is not published or publicized in any way.
Jeff is also exploring the possibility of an Open Forum between ResNet
representatives and ResNet users. If you would be interesting in an Open
Forum, please e-mail me and I will be compiling a list of people who will be
interested. If PLUG as an organization is interested, I'd like one of the
officers to contact me. Also, if anyone here can help spread the word, the
more support we get, the better the chances of getting heard. Bandwidth
capping/shaping seems to be a valid topic and this seems like a chance to
get involved in a real world scenario where applying rules to bandwidth is
important to both administrators and users.

The cap applies to all users, on and off campus. It applies to anyone
who transfers over 100MB a day. After that
point the connection is throttled until the 24 hour rolling total
drops below 100MB. We added 50% more capacity
over the summer. We now have 50% more capacity than IU has for its
resnet. We are continuing to work on ways to fairly share this among all
users.

waited approximately one week and did not get a response. I then elevateed
my request to Ken Rice rice@purdue.edu, a known staff member and contact for
ResNet, on Tuesday, 25 September 2001. I have not had a response from
either as of yet. I would like to get a prompt response to this. Please
email me with a timeframe when you can get this information and forward it
to me. If I do not hear from you within a week, I will elevate my inquiry

I've been noticing increasingly slower transfer speeds on my ResNet DSL
connection. It seems the only times I can even get anywhere near a
decent speed are between the hours of 3am and 7am. I'm aware of the
problem that there are too many users and not enough bandwidth to go
around, but I've alo noticed that On-Campus ResNet users tend to have
better connection speed until they reach the mysterious bandwidth cap.
I'd like to know more about this Bandwidth Cap, how it works, and who it
applies to.
Also, I'd like to know if there are any other plans to help alleviate
some of
this bandwidth congestion.
A prompt response to these issues would be greatly appreciated.
