I'm using off-campus ADSL through Purdue and I'm not noticing anything I
can't connect to, but I have seen a reasonable amount of latency.

 2 cisco-tel3-242.tcom.purdue.edu (128.210.242.24) 17.588 ms 17.880
ms 25.642 ms
 3 500.Serial2-3.GW5.IND1.alter.net (157.130.136.5) 1015.458 ms
959.154 ms 888.079 ms

That's what I'd call delay!

However doing a reverse lookup on the hostname you gave returns nothing:

host pvil-t-010.resnet.purdue.edu
Host pvil-t-010.resnet.purdue.edu. not found: 3(NXDOMAIN)

but pvil-e-109 exists. Are you sure you have your hostname/IP # correct?
