[PLUG] Creating ftp users

I'm having trouble crating some purely ftp users for my computer.  I
crated users with default shell as /bin/false and home directories as
/var/ftp.  They are in group ftp and under allow-uid in /etc/ftpaccess.  I
can't seem to login with them though.  I can login(ftp) as the normal user
i login(non-ftp) with.  Whenever I anonymously ftp I can't follow my
symlinks to other parts of my harddrive (variations of my fat32 under
/mnt/C  ) but can when I use my non-ftp user login.

Anyone know of some things I may have overlooked in setting up the users,
or how to make the symlinks followable.  they were created by ln -s
